Description:
This position is responsible for independently analyzing, developing, testing, and supporting moderate to highly complex application software. These software applications must be independently developed and maintained with high-quality standards and minimal defects.

Qualifications:
1. Analyzes, designs, and documents software applications: a. Investigates and analyzes verbal and written requests for application software, interpreting application requirements to construct moderate to highly complex applications. b. Designs moderate to highly complex software code and test plans, ensuring application requirements are met. c. Writes technical documentation for routines and applications, facilitating their maintenance. 2. Constructs, tests, installs, and maintains software applications: a. Develops moderate to highly complex software code, which is maintainable, easy to use, and satisfies application requirements. b. Develops and executes application test plans, analyzes test results, and makes appropriate revisions to ensure the application functions as specified. c. Contributes to the planning for acceptance testing and implementation of new software, performing supporting activities to ensure that customers have the information and assistance they need for a successful implementation. 3. Provides support to internal users and support staff: a. Investigates application incidents for missing or incorrect functionality. b. Assesses incident resolution and estimates application changes. c. Applies resolutions, leading to timely, error free revisions in applications. 4. Participates on project teams: a. Participates in ensuring the project team is following and continuously improving the information technology (IT) software development lifecycle (SDLC). b. Conducts and participates in technical reviews of moderate to highly complex software, evaluating the proposed technical solutions and recommending appropriate revisions for efficiency and maintainability. c. Investigates and develops application impact and cost estimates for new applications and enhancements, providing input into the project work plan. d. Contributes to measuring application size and effectiveness by participating in function point counting, milestone tracking, and defect tracking initiatives, ensuring assignment completion by the required dates. e. Contributes to the evaluation of job applicants, determining the level of their interpersonal and technical skills. 5. Researches, assesses, and facilitates the adoption of new technologies: a. Contributes to proposals and recommendations of technical innovations, which could benefit our organization. b. Contributes to the evaluation of new methods and technologies. 6. Performs configuration management tasks: a. Ensures application software components are archived in common repositories according to IT standards with appropriate documentation that reflects the progression from development to implementation. b. Follows IT standard processes for securing applications and components to ensure data and application integrity.

Education:
1. Bachelor's degree in computer science or equivalent work experience. 2. Minimum of four years' IT experience with two years in software development. 3. Expert ability to apply analytical and problem-solving skills to solve complex design and coding problems. 4. Advanced knowledge of one or more software development languages and proficiency in the use of utilities, batch processing, and online processing. 5. Advanced knowledge of one or more file access methods and database management systems. 6. Working knowledge of the appropriate operating systems and communication interfaces. 7. Advanced understanding of and the ability to apply software design and testing principles. 8. Good interpersonal skills.
