The Indiana State Personnel Department (SPD) is actively seeking an Applications Systems Analyst/Programmer to join our HR/MIS Division.
The Applications Systems Analyst/Programmer will function as a project lead to perform detailed analysis, design and implementation of the PeopleSoft HR system and act as a key technical consultant in all aspects of PeopleSoft Technology. The incumbent will design, code and debug new application software programs and make enhancements to existing application software. The Applications Systems Analyst/Programmer will provide documentation for new or modified information systems and application software, including operational procedures and manuals.
Qualifications: The qualified candidate will have seven (7) years full time professional experience in information technology.
Substitution: Accredited college training in any one of or a combination of the following subject areas may substitute for up to four (4) years of the required experience. (Fifteen (15) semester hours in Information Technology or a related area is required.
Additional Substitution: Successful completion of an Information Technology Certification may substitute for the required work experience with a maximum substitution of two (2) years. (Proof of certification must accompany application.)
Two (2) years of work experience as a state Application Systems Analysis/Programming-Specialist (1BB1); Application Systems Analysis/Programming-Intermediate (1BC2); Application Developer-Senior (1BA2) may substitute for all of the required experience.
Additional Comments: To perform this job successfully the candidate will have strong proficiency in information systems design principles and new systems design techniques, in particular, PeopleSoft HRMS or other human resource management software. The qualified candidate will have prior experience in application development software tools, development languages and information technology equipment. The candidate should have a strong customer service orientation, the ability to work independently, effectively prioritize a variety of projects, research and document findings, initiate corrective actions and the ability to understand complex technical manuals. The candidate must exercise a high level of confidentiality and communicate effectively, both orally and in writing.
